New Land for Endangered Species | Big Island Real Estate

Hawaii?s distant location and climate has made it the last remaining natural habitat for the largest number of endangered species in the world.? While this sad fact is nothing to boast about it does place Hawaiians in a unique position.? As stewards of the land it is our responsibility to protect the 317 species of endangered or threatened plants and animals living in Hawaii and to provide them with safe havens.

Recently the US Fish and Wildlife Service gave Hawaii two grants worth $2.4 million to purchase 7,500 acres of land on the Big Island.? The first grant of $1.2 million will be used in the ?Kukaiau Acquisition and Palila Habitat Restoration.?? This project includes buying 4,469 acres of mamane forest on the northern flank of Mauna Kea where a rare species of Hawaiian honeycreeper, the palila, lives.? The palila survives almost exclusively on the yellow seeds of mamane trees, a food source also enjoyed by feral sheep.? The new land will be fenced in to keep feral animals at bay and provide the palila with a larger habitat.

The second grant of $1.2 million will be used in the ?Hawaii Kahuku Coastline Protection and Management? project to acquire 3,128 acres of coastal lands.? This includes over a mile of breathtaking coastline in the south of the Big Island and an anchialine pool where native crustaceans live.? The new land will provide a safe habitat for endangered species such as the Hawksbill sea turtle, Hawaiian monk seal, Hawaiian green sea turtles, and three species of endemic shrimp.? Hawksbill sea turtle has been hunted almost to extinction because of their decorative shells and meat that is thought of as a delicacy.? The purchased coastal land will provide them with sanctuary.

This new coastal refuge is adjacent to the Manuka Natural Area Reserve.? If you are visiting the Big Island, you should plan a hike down the two-mile Manuka Nature Trail to take in the beauty of these preserved habitats.

Netanyahu?s ?red line? mocked on Twitter

During his speech before the United Nations General Assembly on Thursday, Israeli Prime Minister Benjamin Netanyahu warned that the completion of Iran's nuclear enrichment program threatens the stability of the Middle East, Europe and the United States?and urged world leaders to draw a "red line" to prevent Iran from continuing on.

In a highly unusual move, Netanyahu wielded a prop to illustrate his point: He literally drew a red line across a poster that showed a cartoon of a bomb.

"Iran is 70 percent of the way there and ... well into the second stage," Netanyahu said while displaying the chart. "By next summer, at current enrichment rates, they will have finished the medium enrichment and moved on to the final stage. From there it is only a few more weeks before they have enriched enough for a bomb.

"Each day, that point is getting closer," he warned.

As you might expect, a few Twitter users mocked the display.

"Okay, it's official," The Atlantic's Jeffrey Goldberg wrote. "Netanyahu has no idea what he's doing. He has just turned a serious issue into a joke."

Goldberg continued: "Netanyahu's bomb cartoon is the Middle East equivalent of Clint Eastwood's chair."

"Apparently Netanyahu took a chart-making course from Paul Ryan," the comedian Rob Delaney tweeted.

"I didn't realize nuclear bombs looked like the bombs from Super Mario," Buzzfeed's Andrew Kaczynski quipped.

"Netanyahu has reduced nuclear war diplomacy to cartoons and markers," Sam Stein tweeted.

Many Twitter users questioned the wisdom of bringing clip art to the U.N., while some referenced a Roadrunner comparison.

"Excuse me, Prime Minister Netanyahu?" Rex Huppke wrote. "Wile E. Coyote called. He wants his bomb back."

"From what I can tell," ? @AGFlores tweeted, "Iran is seeking 1950's cartoon bombs made by Acme."

"Internets: Quick!" Jodi Williams wrote on Twitter. "We need a photo mashup of the StringRay photobomb and #Netanyahu's bomb chart."

Social bullying prevalent in children's television

Children ages 2-11 view an alarming amount of television shows that contain forms of social bullying or social aggression. Physical aggression in television for children is greatly documented, but this is the first in-depth analysis on children's exposure to behaviors like cruel gossiping and manipulation of friendship.

Nicole Martins, Indiana University, and Barbara J. Wilson, University of Illinois, Urbana-Champaign, published in the Journal of Communication a content analysis of the 50 most popular children's shows according to Nielsen Media Research. One hundred and fifty television shows were viewed and analyzed, and 92% of the programming contained some version of social aggression?approximately 14 times per hour. There was careful attention to what was portrayed in the cases of social aggression, whether the behavior was rewarded or punished, justified, or committed by an attractive perpetrator.

The findings suggested that some of the ways in which social aggression is contextualized make these depictions particularly problematic for young viewers. The study found that attractive characters who perpetrated social aggression were rarely punished for their behavior, and that socially aggressive scenes were significantly more likely than physically aggressive scenes to be presented in a humorous way. In some cases, social aggression on television may pose more of a risk than portrayals of physical aggression do.

"These findings should help parents and educators recognize that there are socially aggressive behaviors on programs children watch. Parents should not assume that a program is okay for their child to watch simply because it does not contain physical violence. Parents should be more aware of portrayals that may not be explicitly violent in a physical sense but are nonetheless antisocial in nature," Martins said.

"Martins and Wilson's research shows just how important it is to broaden our view of 'violence' beyond the physical; particularly as their findings indicate that social violence like insults and name calling occurs just as commonly in children's programming," said Amy Jordan, director of the Media and the Developing Child sector at the University of Pennsylvania and Chair of the Children, Adolescents and the Media Division of the International Communication Association.

"As a society, we need to acknowledge that our children are learning to be socially aggressive, and that one source of this learning may be the television shows they watch. We may not see physical manifestations of this type of violence, but children who are victims of social aggression from their peers may develop deep and lasting emotional scars."

If you've been following the surge of AirPlay speakers that started hitting the market in 2011, you've likely feasted your eyes on the spendy wool-clad systems by Libratone. While its larger Live and Lounge units have primarily been purposed for households, its new Zipp speaker is the being touted as the "first and only" portable AirPlay speaker. Make no mistake, unlike B&O Play's portable AirPlay-equipped Beolit 12 ($800), the Zipp's loaded with Libratone's proprietary PlayDirect protocol, meaning it doesn't require a separate wireless network / router for iDevices to connect to it over the air. The Zipp moniker is a play on the swappable wool grill which cozies around its vertically-standing tubular enclosures. Weighing four pounds and measuring in at 10.2 inches high by 4.8 inches in diameter, this "portable" unit is a good bit larger than the Blutooth-equipped Jawbone Big Jambox placed sideways, but it'll certainly fit in a backpack -- hey, it does have a leather carrying strap. Thankfully, that weight is partially due to its internal rechargeable battery, which should last up to eight hours.

As far as the speakers go, you'll find a duo of 1-inch ribbon tweeters facing the sides for the left and right channels, along with a 4-inch up-firing woofer. The rig also features Libratone's signature FullRoom design, which forces a 360-degree dispersion of the sound by way of deflectors in front of the tweeters. Beyond that, it'll naturally work with Libratone's existing iPhone app, allowing you to change the DSP on the fly for optimal output regardless of its placement in a room. The Zipp will hit Apple Stores later this October wrapped with a single red or grey zippered grill for $399, while other retailers will carry the $449 Classic Color and Funky Color editions, which each come with a trio of those wool grills (black, blue and red for the Classic, and black, pink and yellow for the Funky). Past that, a single grill by itself will cost you a relatively expensive $49 directly from Libratone. Current version of Chrome not compatible with RAZR i, Intel-friendly update coming soon

Upon loading up our pre-release Motorola RAZR i with our favorite Google apps, we were surprised to find one that simply refused to install -- Google's popular Chrome browser. Google Play allowed the Intel-powered phone to download Chrome, but promptly displayed a "package file is invalid" error upon installation.

Suspecting an incompatibility with the RAZR i's Intel Atom CPU, we contacted Motorola. The manufacturer confirmed our hypothesis -- the current version of Chrome is indeed incompatible with Intel-based Android phones, though there's good news for anyone considering picking up a RAZR i when it's released in early October. Motorola expects an updated, Intel-friendly version of Chrome for Android to be available around launch time. Here's Moto's statement in full --

There is not a version available that is optimised for Intel. We expect it at in-store launch or shortly thereafter.

In the meantime, we're managing just fine with the RAZR i's nippy native browser.

If you are filing for bankruptcy, it is imperative that you have a good understanding of your rights. Don?t take a debt collectors word for it simply because they tell you that you can?t have many or all of your debts erased by bankruptcy. Only a small number of debts are not dischargeable, including student loans and child support obligations. If a bill collector attempts to say their bill cannot be discharged, look it up. If they are wrong, report them.

WENATCHEE, Wash. (AP) ? Homeowners in an upscale neighborhood of central Washington gathered in a cul-de-sac and watched helplessly as a wall of flames inched down a distant hill, a stark reminder that the 2012 fire season is far from over across the arid West.

Firefighters east of the state's Cascade Range scrambled to contain dozens of fires sparked by a weekend lightning storm. They were aided by diminishing winds late Monday.

But across the West, high winds and temperatures exacerbated already dangerous fire conditions, prompting the National Weather Service to issue red-flag warnings for wide swaths of eastern Washington and Oregon, Idaho, Montana and all of Wyoming.

In Wyoming, authorities evacuated 500 people from homes and cabins as a wildfire about 10 miles southeast of Casper quickly grew.

The Sheep Herder Hill Fire, which started Sunday, burned at least six structures and more than 15 square miles of pine forest and sagebrush. State Forester Bill Crapser wasn't sure if the structures were homes and that more buildings may have been lost.

In Washington, rain that fell in the Seattle area after a 48-day dry stretch didn't make it over the Cascade Mountains that divide the state's western and eastern halves.

In Wenatchee, about 140 miles east of Seattle, the self-appointed "Apple Capital of the World" had many residents worried about their homes. About 180 homes were evacuated Sunday. Some residents were allowed to return, while others were told to leave Monday, police Sgt. John Kruse said.

Crews arrived from across the state to help fight several fires in the region. Shannon Grosdidier and her four daughters delivered oatmeal cookies to the firefighters on her street.

"The wind has died down, which is good," she said. "But I've got the photo albums in the car and our overnight bags packed."

Only a shed has been lost near Wenatchee, and no injuries have been reported at what appeared to be the most-threatening of the wildfires sparked Saturday by lightning in the state.

In Wyoming, Gov. Matt Mead activated two state Army National Guard UH-60 Blackhawk helicopters, each with 600-gallon buckets, to dump water on a fire there. A total of 12 Wyoming Army and Air National Guard troops were activated, including a liaison to coordinate possible aid to a Jackson-area fire in northwest Wyoming.

About 1,000 residents were told to prepare to leave as the Little Horsethief Fire burned more than 4 square miles in a mountainous area less than two miles south of Jackson. But officials said it appeared the town of about 9,500 residents would be able to get through Monday night without any evacuations.

In western Montana, residents of about 350 homes threatened by a wildfire west of Hamilton were told to leave Monday. The Sawtooth Fire grew to 4 square miles and was threatening houses, two businesses and scores of sheds, barns and other buildings spread over a 10-mile area, fire information officer Gregg DeNitto said.

Blazes have scorched more than 8.1 million acres across the West so far in 2012, up from the 10-year average of 6.1 million, according to the National Interagency Fire Center.

Mild fire seasons combined with moderate winter weather recently contributed to a buildup of undergrowth that fuels fires, said Jeremy Sullens, a wildfire analyst for predictive services at the center. The dry summer exacerbated things.

"Finer fuels allow fires to burn more rapidly and have more active fire behavior," Sullens said, adding that the fuels buildup explains why fewer fires have burned more acres altogether.

Fire officials would like to have a wet fall, but Sullens said that's not in the forecast so far.

The West's wildfire season started early and in earnest in Colorado, which had an unusually warm and dry March. A fire charred 6 square miles in the foothills outside Denver, killing three people and destroying 23 homes. March usually is one of the snowiest months, but this year it was Denver's warmest and driest on record.

At higher elevations, the weather ate up snowpack weeks ahead of normal. Red-flag warnings were issued in parts of Colorado on an almost routine basis throughout the month.

Other blazes across the West include:

? In central Oregon, winds fanned a wildfire near the town of Sisters but also pushed flames away from populated areas. Officials estimated the acreage at nearly 7 square miles. About 300 firefighters were at the Pole Creek Fire.

? In Washington, fires that apparently started over the weekend burned more than 23 square miles of sagebrush and grass, and threatened homes near Grand Coulee Dam in Douglas and Grant counties. Another fire 17 miles southwest of Creston in Lincoln County burned across 28 square miles.

As many as 80 fires along the east slopes of the Cascades were set by lightning Saturday, the state Department of Natural Resources said. Most remained small.

? In Northern California, weather aided about 1,600 firefighters battling a blaze that is threatening about 300 homes outside of Ukiah.

? In Idaho, a blaze visible for miles forced closures in the Payette National Forest.

Green Blog: Report Assails Palm Oil Project in Cameroon

On Tuesday, we told you about land grabs by timber companies in Liberia that are threatening that country?s tropical rain forest. Today environmental groups and forestry experts are abuzz about a project in nearby Cameroon that is overseen by Herakles Farms, an affiliate of the New York-based company Herakles Capital that pursues agricultural initiatives in Africa.

The company has acquired a huge tract of land in southwestern Cameroon under long-term lease and plans to develop one of the world?s largest palm oil plantations there. Palm oil has been increasingly cultivated in Africa and Asia because it can be sold at good prices for use in biofuels, which are in principle better for the environment than fossil fuels.

But many palm oil plantations in the developing world have proved environmentally controversial because the first step in their creation is cutting down rainforest or draining swamps ? acts that cancel out any environmental benefit.

The plantations tend to be owned by multinational corporations that sell the fuel on global markets but do not necessarily heed the needs of local people or animal populations that depend on the vanishing forests. To guard against such problems, a watchdog group called the Roundtable on Sustainable Palm Oil, representing both industry and conservation groups, seeks to promote good environmental practices on palm oil plantations and respect for local communities.

Although Herakles had promised sustainable development on its Cameroonian plantation, several environmental groups, including W.W.F., have filed complaints with the Roundtable group about practices related to the palm oil project.

A new report released by Greenpeace and the Oakland Institute, an environmentally minded think tank, details numerous problems. The area to be developed, which is about eight times the size of Manhattan, is a hot spot of biodiversity, and the 99-year land lease is of questionable legal status, the groups? researchers say. The report also asserts that the project was vehemently opposed by many of the people who live in the region.

Calls to the Herakles Corporation in New York were not returned this afternoon. But Herakles Farms has previously denied allegations made in complaints to the Roundtable group. And Reuters reported that it had obtained a copy of a letter in which Herakles affirmed its commitment to sustainable agriculture and to the standards set by the Roundtable organization.

The Roundtable group announced on Tuesday that Herakles had withdrawn from the sustainability program.

?This is a very sad day for Cameroon,? Basile Yapo, the W.W.F. director for Cameroon, said in a statement. ?Given the rapid pace and scale of palm oil development in West Africa, it is critically important that the governments in the region put in place vital safeguards to insure that these projects are sustainable.?

The United Nations labour agency drew attention today to the ?precarious? situation of workers in the occupied Palestinian territory, in the wake of a suicide by a young Palestinian who set himself on fire after months of looking for work.Ihab Abu Nada, a 20-year-old Gazan, died from his injuries after setting himself on fire in a public place on Sunday. According to media reports citing his family, Mr Abu Nada had been frustrated at being unable to find a job, and decided to take his life to protest the conditions in Gaza.

?The situation of workers in Gaza is one of the worst in the region and the world,? said the UN International Labour Organization?s Regional Director for the Arab States,Nada al-Nashif, in a news release.

?Gaza?s growing youth population has a right to better work opportunities and growth with equity,? she added. ?They need decent jobs, a minimum of social protection and respect for their basic rights to ensure a life of dignity.?

In a report issued in June this year, ILO warned that the unemployment rate among Palestinians ? at 21 per cent ? and rising frustration at the stalled Middle East peace process could fuel more desperate measures.

It indicated that future employment is clearly one of the biggest concerns facing Palestinian youth. In 2011, more than 53 per cent of young women and 32.2 per cent of young men aged 15 to 24 were unemployed, with a total of 222,000 jobless people in the occupied Palestinian territory. More than 70 per cent of the population there is under the age of 30.

In Gaza, the unemployment rate is three times the regional average. More than 80 per cent of Gaza?s 1.6 million residents are dependent on international aid, and over 40 per cent live in conditions of poverty.

According to ILO, Mr. Abu Nada had dropped out of school last year to help his father, a civil servant, provide for their family of eight. He found temporary informal work, washing dishes or peddling packets of potato chips in the street.

?Many unskilled young people, like Abu Nada, rely on temporary informal jobs when they can find them. Those who do have university degrees often cannot find jobs that match their skills, forcing many to emigrate,? ILO noted in a news release.

The ILO report in June also called for urgent attention in the form of assistance for vocational training, business development and employment directed at young men and women.

Preeclampsia poses a significant long-term health risk, study finds

ScienceDaily (Sep. 4, 2012) ? Ben-Gurion University of the Negev (BGU) researchers have determined that preeclampsia is a significant risk factor for long-term health issues, such as chronic hypertension and hospitalizations later in life.

The findings from the retrospective cohort study were just published in the Journal of Maternal-Fetal and Neonatal Medicine.

Thousands of women and their babies die or get very sick from preeclampsia; it affects approximately 5 to 8 percent of all pregnancies. It is a rapidly progressive condition characterized by high blood pressure and the presence of protein in the urine, typically occurring after 20 weeks gestation and up to six weeks postpartum.

According to the study, the BGU researchers found patients with preeclampsia had significantly higher rates of chronic hypertension diagnosed after pregnancy. Patients with preeclampsia were also more likely to be hospitalized at least once. Exposed women had .28 hospitalization per patient rate, while the non-exposed patients had a lower .23 hospitalization per patient rate.

The study included women who gave birth between the years of 1988 to 1998, and had a follow-up until December 2009. It assessed 2,072 patients with mild or severe preeclampsia in one or more of their pregnancies, while the comparison group of 20,742 patients did not have preeclampsia. The study was conducted to evaluate long-term morbidity of patients with hypertensive disorders during pregnancy. Patients with chronic hypertension and pre-gestational diabetes before the pregnancy were excluded.

The researchers, all from BGU's Faculty of Health Sciences, include Guy Shalom, Prof. Ilana Shoham-Vardi, Ruslan Sergienko, Prof. Arnon Wiznitzer, Michael Sherf, and Prof. Eyal Sheiner.

Clinton seeks Chinese accord on South China Sea

BEIJING (AP) ? U.S. Secretary of State Hillary Rodham Clinton is in Beijing to press Chinese authorities to agree to peacefully resolve disputes with their smaller neighbors over competing territorial claims in the South China Sea. But as she began her meetings here, China questioned the stated neutrality of the United States.

Clinton met late Tuesday with Chinese Foreign Minister Yang Jiechi after arriving in China from Indonesia, where she urged Southeast Asian nations to present a unified front in dealing with China in attempts to ease rising tensions in the South China Sea. Clinton will meet on Wednesday with other top Chinese officials, including President Hu Jintao and State Councillor Dai Bingguo.

The U.S. wants China and the other claimants to adopt a binding code of conduct for the region, along with a process to resolve maritime disputes without coercion, intimidation or the use of force. Clinton wants the Chinese to drop their insistence on settling conflicting claims with individual nations and instead embrace a multilateral mechanism that will give the smaller members of the Association of South East Asian Nations greater clout in negotiations.

She urged all parties to make "meaningful progress" by a November summit of East Asian leaders that President Barack Obama plans to attend in Cambodia..

In Indonesia's capital before heading to China, Clinton offered strong U.S. support for a regionally endorsed plan to ease rising tensions by implementing the code of conduct. Jakarta is the headquarters of ASEAN, and Clinton pressed the group to insist that China agree to deal with them as a bloc.

The stance puts the U.S. squarely at odds with China, which has become more aggressive in pressing its territorial claims with its smaller neighbors and wants the disputes to be resolved with each country, giving it greater leverage.

Clinton made her case in Jakarta on Tuesday in meetings with Indonesian President Susilo Bambang Yudhoyono and ASEAN secretary general Surin Pitsuwan, a day after she delivered the same message to Indonesian Foreign Minister Marty Natalegawa. Indonesia has played a leading role in putting the six-point plan together after ASEAN was unable to reach consensus on the matter in July.

Clinton said the U.S. is "encouraged" by the plan but wants it acted on ? particularly implementation and enforcement of the code of conduct, which has languished since a preliminary framework for it was first agreed upon in 2002. .

"The United States has a national interest, as every country does, in the maintenance of peace and stability, respect for international law, freedom of navigation, unimpeded lawful commerce in the South China Sea," Clinton told reporters at a news conference with Natalegawa.

"The United States does not take a position on competing territorial claims ... but we believe the nations of the region should work collaboratively to resolve disputes without coercion, without intimidation and certainly without the use of force," she said. "That is why we encourage ASEAN and China to make meaningful progress toward finalizing a comprehensive code of conduct in order to establish rules of the road and clear procedures for peacefully addressing disagreements."

Yet China on Tuesday expressed skepticism that the U.S. is neutral in the disputes.

"The U.S. has many times said it does not take a position," Chinese foreign ministry spokesman Hong Lei said on Tuesday. "I hope they will keep their promise and do more to help stability and not the opposite. The South China Sea dispute is a complicated thing. To China, the South China Sea dispute is about the sovereignty of some of the islands there. China, like other countries in the world, has the obligation to safeguard its territories."

China and a host of Southeast Asian countries, including the Philippines, Vietnam and Brunei, have overlapping claims to several small, but potentially energy-rich areas of the South China Sea.

In July, China angered the United States, as well as Vietnam and the Philippines, by creating a city and military garrison on a remote island 220 miles from its southernmost province intended to administer hundreds of thousands of square miles of water where China wants to strengthen its control over disputed islands. China, which also has disputes with Japan in the East China Sea, rejected the criticism.

In addition to the South China Sea, Clinton will be discussing the situation in Syria as well as the efforts to deal with Iran and North Korea's nuclear programs while she is in the Chinese capital.

Clinton is in China at the midpoint of an 11-day, six-nation tour of the Asia-Pacific region that started in the Cook Islands and Indonesia. After she leaves China, she will visit East Timor and Brunei before heading to Russia's Far East to represent the United States at the annual meeting of leaders from the Asia-Pacific Economic Cooperation forum in Vladivostock.

Medical marijuana backers seek inroads in South

(AP) ? The home state of the president who didn't inhale has become an unlikely front in the battle over medical marijuana.

This fall, Arkansas will be the first Southern state to ask voters whether to legalize medical uses for pot, a move that offers supporters a rare chance to make inroads in a region that has resisted easing any restrictions on the drug.

The state's top elected officials and law enforcement agencies oppose the idea, but legalization groups hope the referendum shows that medical marijuana is no longer solely the domain of East Coast or Western states.

"This is an issue that hasn't been ready for primetime yet in the South. It may be that it's starting to be, and that's a good thing," said Jill Harris, managing director of Drug Policy Action, the political arm of the Drug Policy Alliance.

The South and Midwest have remained mostly on the sidelines in the nation's marijuana-reform movement, which will also put proposals for full-scale legalization before voters this year in Colorado, Oregon and Washington state.

So far, 17 states and the District of Columbia have legalized medical marijuana in some form. Massachusetts voters are expected to vote on it in November, and another measure could appear on North Dakota's ballot.

Past efforts to put medical marijuana on the ballot in Arkansas have faltered, though voters in two cities in the state have approved referendums that encourage police to regard arrests for small amounts of marijuana as a low priority.

Supporters of the current proposal mounted an organized and well-funded campaign that surprised many political observers. Arkansans for Compassionate Care, the group advocating for the measure, won ballot access after submitting far more than the required 62,500 signatures.

Medical marijuana has never come before voters in the South partly because of the difficulty of getting such initiatives on the ballot. And conservative legislators throughout the region have not backed the efforts. That's why the Washington-based Marijuana Policy Project spent more than $246,000 on the Arkansas initiative and is expected to spend more.

The national group stepped in after polling showed strong support for the measure in Arkansas. Group leaders also cite a "symbolic" value in passing medical marijuana in the South.

"For some reason, public officials have been way behind public opinion on this issue," said Morgan Fox, communications manager for the agency. "Politicians are starting to realize that they don't have to worry about backlash."

Backlash over marijuana is nothing new for Arkansas public figures. The state's most famous political son, former President Bill Clinton, was ridiculed during his 1992 campaign for admitting that he used marijuana in college but insisting he didn't inhale.

And Joycelyn Elders, the Arkansas doctor who was named by Clinton to be surgeon general, drew criticism in office for suggesting that drug legalization should be studied. Elders, who is now an outspoken advocate of marijuana legalization, said she believes the Arkansas effort could pass with a strong education campaign.

"If we educate the people in Arkansas, we can do the right thing," Elders said.

Lacking any big-name supporters and facing opposition from some of the state's top elected officials, Arkansans for Compassionate Care is turning to patients in its campaign.

Kathy Reynolds said she used marijuana in 1992 to help her eat after undergoing breast cancer treatment and bone marrow transplants. Now 57, she says she would like to use it again to dull the pain from a degenerative bone disease. But she's worried about being arrested.

"I'm afraid to," Reynolds said. "The risk it would be to use it at this point outweighs the benefit."

If approved, the Arkansas proposal would allow patients with certain qualifying conditions to use marijuana with a doctor's recommendation. Qualifying conditions would include cancer, glaucoma, HIV, AIDS and Alzheimer's disease.

Nonprofit dispensaries would be allowed to sell pot. But if patients live more than five miles from a dispensary, they or their caregivers could also grow marijuana.

The ballot measure's future isn't guaranteed, however. A coalition of conservative groups has asked the state Supreme Court to strike it from the ballot, claiming it misleads voters.

Even if it's approved, federal prosecutors could shut down any dispensaries, as they have in other states. Arkansas Attorney General Dustin McDaniel said the conflict with federal law is one of the reasons he opposes the measure.

Gov. Mike Beebe, another opponent, said aside from the federal legal questions, there are also worries about how much it will cost the state to regulate dispensaries.

"Those are serious questions, and a lot of that is unanswerable because you don't know how many dispensing places are going to apply or going to be granted," Beebe said.

Even some of the state's medical marijuana supporters are somewhat wary of the proposal.

State Sen. Randy Laverty, who said he generally supports medical marijuana, said he's undecided and wants to review the proposal to make sure any dispensary system is tightly controlled.

"I don't know if Arkansas is ready for medicinal marijuana or not," Laverty said. "But if they are, I doubt they would want open dispensaries on the corners in various towns."
